      I think you may be right; his storyline has stagnated and he functions as neither Priest nor reliable team member. As a Roman Catholic who has met a lot of Priests in my years, his lack of any useful spiritual integrity would earn him the nickname of “Father No Nuts” He had Negan in a room alone and did nothing.
