    The emails were sent by Simone Hurbs, who appears to work in the PBSO’s central records division, to Michael Gauger, Bradshaw’s second in command.

    I think you may have this backwards. The emails (at least the first two pages) appear to be sent by Gauger to Hurbs, which isn’t necessarily a negligible distinction. I would say emails from the #2 in command to someone tasked with keeping records are more likely to contain instructions. The likelihood that that correspondence contains something damaging to the PBSO is much greater in my estimation.
