    Is the proportion of policemen who are genuinely dedicated to serving and protecting vs just the brutal bullying type of cop drastically swinging toward the dark side, or has this always been the case and we are more aware of it due to social media and a 24 hr news cycle?

      Another thought is that this behavior is enabled by the ongoing militarization of the police post 9/11. I don’t remember the original source, but I recall reading about this and what struck me was (paraphrasing) “the main objective of the police is to serve and protect the public. The main objective of the military is to engage the enemy. When you conflate the two, the public becomes the enemy.

      Scary stuff.

      More aware would be my guess.

      I don’t know to what extent the militarization of the police has made it worse. My first thought was of Rodney King - a decade before 9/11. As a kid I *knew* you did not fuck with LAPD - and that LAPD was not your friend, or there to protect you. That feeling has not changed. /shrug.

    Maybe if schools were better, and the prisons where blacks are disproportionately incarcerated in weren’t such monster factories, there wouldn’t be as many “threatening” black men to stoke police’s darkest fears and confirm their basest assumptions about them.

    Instead of resigning, Emanuel fired the city police superintendent scapegoat, began the search for a new (black) one and promised to fix police-community relations following an investigation by an independent task force. On Wednesday, along with the report, a new (black) police superintendent scapegoat named Eddie Johnson was sworn in.

    FTFY. Rahm appoints scapegoats that he can throw under the bus when needed, regardless of how much responsibility they actually have. Which is not to say that prior superintendents and other officials were not responsible, ‘cause they definitely had a part in it, but they were following mayoral orders. Changing the department’s figurehead will do very little while Rahm is in office.

        These sorts of Task Forces are useless because they already know the problem and don’t want to resolve for financial reasons and the individual cops. They don’t want to admit that they’re racist because they think being racist means you are a member of the KKK and not the truth that most racism is subconscious and comes out in micro aggressions and something like this happens.

        What they need to do is increase police training on negotiation tactics and stop the philosophy of shoot first and ask questions later. And they need classes on race relations and not one taught by some white dude in HR with a binder.

        And they need to do community service in the high crime areas. That way they understand the real issues and not the racist rhetoric that Fox News feeds them.

          Tt’s not that simple. The truth is that all people have a natural predilection towards the formation of harmful biases, this is not limited to skin color or social standing. Police Officers often deal with some of the worst society has to offer and they form harmful prejudices as a result of their experiences. In particular Officers who work in high crime neighborhoods tend to develop harmful attitudes towards the local population in general. It’s not just white officers, black police officers are also more likely to use excessive force on African American subjects. See below:

          Producing noticeable changes in terms of how police officers deal with black communities will not likely be possible until we can stabilize these neighborhoods economically... which might not be doable until we get a handle on crime in these communities... which might not be doable until we start to stabilize these communities and make it so that street gangs are not a cornerstone source of employment(the core problem comes down to circular poverty).

          I agree some what. But a major issue is how police are trained in the United States and considering the risks of the job they aren’t paid that well too.

          The Atlantic wrote a good article on the problems with police training.

        Despite making up a third of the city’s population, “74 percent of the 404 people shot by the Chicago police between 2008 and 2015 were black.”

        How many of the 162 murders SO FAR in 2016 have been comitted by black people? I’d bet a little more than 33%. But alas, you can’t be bothered to write about any of those. Nope.

          I used to live in IL and when I think of moving back, you know to be closer to family yadayadayada, this stuff is definitely a con. IL cities have ineffective leaders as does the state itself, and its credit rating is the worst of all the states. It makes Scott Walkers Wisconsin like an appealing alternative.
