I would feel a lot better about this (which I do think is great) if there weren’t 300 million things in America that could really use that money. Women’s reproductive rights, domestic violence, homelessness, our own healthcare issues in the US and, of course, the over $18 trillion of national debt (among numerous others). I’m just kind of waffling over this, because as amazing and important as this project is, there are so many other issues that I wish our country would solve before delving into other things. Blech.

We could do both, with the cooperation of Congress and state governments.

I would be 1000000% behind that, but somehow, I can’t see everybody in Congress and state governments saying the same... Especially if it meant cutting their ridiculously over the top salaries or pensions.

Can someone who is in the medical field explain to me with citations how circumcision prevents the spread of viruses? I honestly just don't get it. Does it have to do with improper cleaning post sex? So the virus can remain on the skin longer?

Not a doctor, not a medical professional, but my educated guess:

Many HIV infections are transferred by way of micro-tears in the skin, which occur by friction before or during sex. These tears are super tiny, so they don’t even register as painful, but tiny amounts of blood can be transferred, along with the blood-born virus. Because more friction occurs in the loose skin of an uncircumcised penis, the rate of micro-tears goes up, and also the rate of transferred infection. This is one of the reasons that anal sex has a higher rate of infection: no natural vaginal lubricant leads to more micro-tears in the skin of both parties.

Again, this is just a guess. I'd be happy to be corrected by someone in the medical field.

Penises have glands and secretions under the foreskin which house a lot of useful bacteria, that same habitat provides better avenue for the HIV virus to enter the body.

Thus circumcision should reduce the chance of straight men getting infected, it does nothing to prevent men from infecting other people and there is no data on if it also helps homosexuals.

Also the science on circumcision isn’t all that clear cut either, because in places with proper hygiene and medical norms none of the supposed benefits of circumcision show up.

This is a noble goal, but they also need to work on reducing HIV infection rates for black women in the US.

      From the CDC:

“African American adults in 2010 had the largest HIV infection rate compared with rates among adults of other racial and ethnic populations. Prescribed HIV treatment among African American adults living with HIV was less than among white adults.”

    I LOVE LAME-DUCK OBAMA!

Also, $300 million is like nothing in the federal budget. It’s super hard for anyone to complain about this figure being too much.

Obama should be leaving office on Jan 20, 2017. The elections aren’t up until next year (we’re suffering through the primaries right now). Once the next president is elected (around november 2016), a two month transition period starts.

So we have over a year of awesome duck obama left to go.

I love Americas strange relationship with a lot of African nations spending lots of public money trying to improve education and healthcare, whilst there is a ridiculous amount of private money there trying to turn the continent into Europe during the dark ages.

Just another way of turning public expenses into private profits, and laundering them through the ups-and-downs of foreign infrastructure. Perhaps relevant to your interests:

In its official capacity, China has significantly more peacekeepers in the African continent, who sweep up the messes left by the corporate ambitions of their largest debtors.

Chinese involvement in Africa is a fascinating topic and severely under reported by most western media.(although what isn’t when it comes to sub-Saharan Africa)

Thank you for an interesting read.

Oh the right is going to get up in arms on this one. I can’t wait until someone reminds them how much Bush sent to stop AIDS in Africa a few years back. One of the most decent things he ever did.
