    The decision says nothing of the sort. A lawsuit has to be filed in court just like any case. This only deals with service of process. Where a person cannot be served personally, courts have often allowed service by alternative means, including publication, which is virtually certain not to reach the designated party. This just expands options for hard-to-serve folks, making it more likely they'll actually get the action.

    Short version: this is not very significant.
