  The chief also says he fired the shooter not for the shooting, but because he failed to follow departmental policy leading up to the shooting.

  An officer, 38 years old and a 13-year veteran of the department, was dispatched to the park about 3:30 p.m. Wednesday after a call involving the man. When the officer arrived, Dontre was lying on the ground near the park and the officer helped him to his feet and began to speak with him.
  As the officer began patting Dontre down, a struggle ensued. The officer withdrew his wooden baton and began to defend himself, and during the struggle, Dontre took the baton from the officer and began to beat the officer on the head, Police Chief Edward Flynn said.

  I am trying to comprehend what you find so racial about his speech. He does not blame any race for the communities problems and in fact goes the other way and points out how African Americans are victims to the major crime problems facing the community.

In Milwaukee? More than half of all black men in their 30s and 40s are or have been locked up, many for non-violent drug offenses.

Well that's because of the "prison boom," that we have been apart of the last 2 decades. It's not because of the crime rate since that the lowest it's been in years. It could be because of these "get tough policies" that states have been enacting to keep certain people apart of a certain class. Also. Milwaukee, doesn't allow violent criminals or repeat offenders to enter treatment programs which is baffling and another link to this legal-cluster-fuck.
