      Focusing on your GIS skills is the best way to start, for sure. Do you have a degree or a certificate in it? Either is definitely helpful. Taking a refresher class might be helpful to get fluent again (I think being in a class is more motivating than doing it alone, but that's just me), and it could help you build a portfolio. I have a Master of Urban Planning degree, with a focus on GIS, and I did freelance cartography and analysis work for a year after I graduated, then was recruited by the company I work for now (gas and electric utility). It's definitely becoming an in-demand skill for municipalities, engineering firms, planning firms, etc.
