      What I cannot understand is why taxpayer money is being spent placing cops in retail stores. They can hire their own security at their own expense to protect their merchandise, how is their loss reduction a public safety issue?

        I think they've hired cops, off-duty cops, instead of security guards?

        Off-duty cops get hired to be for-pay-cops all over the place. Like Highschools. Construction sites, etc.

        I could see that, but if that were the case, how do these guys have the authority to detain and arrest people off-duty (and well away from the store site in both shoplifting cases)? And wouldn't someone make a point of noting that they are off-duty cops? I've never seen even the slightest reference to this issue in any of the articles.
